* mh-exec.el: Require mh-acros, mh-buffers, and mh-utils for
standalone compile.
(mh-progs, mh-lib, mh-lib-progs): Move here from mh-init.el.

* mh-init.el (mh-progs, mh-lib, mh-lib-progs): Move to mh-exec.el,
where they are used.
